These Templates are designed to satisfy the goals established by the Department of Homeland Security for State Departments of Health.  The overall goal is to allocate Medical-related resources (Ambulances, Hospital beds, Medical Equipment, personnel, etc) during a large-scale Medical emergency (i.e. Bio-Terrorism).

 

All Users of the System are tightly integrated and connected to a central database.  Applications are included for Mobile Computers, laptops with wireless broadband, EOC Workstations and PCs with simple web-browsing capability.  

 

Location awareness throughout the System is maintained via GPS integrated into selected computers (i.e. Mobile Computers), and by bar code scanning at designated ‘locations’.

 

Prior to an Emergency, Hospitals can use a web site to enter information into the System regarding beds and Medical Equipment.  This gives every participating Hospital (and other Medical Facility) insight into the resources available to them in a potential Emergency.

 

Emergency Managers can use the System for Emergency planning.  This includes the development of Resource Templates for specific types of Emergencies.  It also includes the ability to assess the effectiveness of those Templates upon the conclusion of Exercises.

 

During an Emergency, Hospitals can use a Mobile Computer, cell phone or web site to requisition supplies and/or Medical Equipment.  A Central Dispatcher is able to see the inventory and location of every vehicle and dispatch them to fill the requisitions.  Truck Drivers use a Mobile Computer equipped with an integrated bar code scanner to update the inventory on their vehicle when they load up at a warehouse.  The Driver scans the inventory off of the vehicle to update the vehicle inventory.  The Central Dispatcher can route the Driver to the most appropriate warehouse to replenish his inventory, when required.
